Job Description:

The Department of Government Operations, Division of Technology Services ((DGO/DTS) is seeking an experienced information analyst/business analyst to assist in the development of the Early Childhood Website for the Department of Health and Human Services, Division of Family Health (DHHS/DFS).  This web site is designed to be a one stop website for families.  The site will include program information as well as links to other sites, a referral system that is family focused, intuitive and easily navigated, eligibility information, screening tools for families to identify programs and developmental concerns, information on important developmental and behavioral milestones young children are expected to achieve, as well as the ability to access resources to address any delays in those milestones and resources specifically tailored to their needs and resources to support their family. For example: the new system will incorporate information and resources pertaining to Women Infants and Children, Home Visiting Program, Utah’s IDEA Part C, BWEIP, Integrated Services Program (ISP) and Help Me Grow Utah (HMGU), to name a few.

This position will provide planning, creation, testing and implementation of the early childhood website, acting as an intermediary between programmers, various state agencies, community partners, and information system users. The candidate will determine the best way to integrate access to various external systems and ensure a seamless, integrated look and feel for users of the web site to access information from a variety of sources, including the Department of Health and Human Services (DHHS), which includes Medicaid, the Children’s Health Insurance Program (CHIP), Title V Maternal and Child Health Programs, Special Supplemental Nutrition Program for Women, Infants and Children (WIC), IDEA Part C, Home Visiting Office, Maternal and Infant Health, ECU Program, Child Care Licensing, and the Bureau of Child Development; Utah State Board of Education (USBE) which includes public preschool and kindergarten and the Child and Adult Care Food Program (CACFP); and the Department of Workforce Services (DWS), which includes OCC, the Head Start Collaboration Office, SNAP, TANF, child care subsidy, and housing services. By aligning these main systems and providing links to community resources outside of the state agencies, families will have easier access to learning about and engaging with services.

Candidates should have a demonstrated history of developing web sites and/or systems that are easy to use and navigate.  Please submit a description of systems you have worked on.  This could include a brief narrative description as well as a link to the system or samples of you work  if it is publicly available.

Example of Tasks

•                     Analyzes information for use in the implementation of new website.

•                     Elicits, analyzes, validates and documents: business, organizational, and operational requirements.

•                     Develop and maintain a plan for a staged rollout of functionality to the website.

•                     Engage with technical and non-technical team members to evaluate data to identify problem areas and recommend solutions.

•                     Monitors, audits and evaluates operations, programs, systems, processes and/or practices for quality and effectiveness and to ensure compliance with procedures, regulations and standards; makes recommendations for improvement.

•                     Selects testing methods to evaluate the success of both initial development and modifications.

•                     Facilitates/Chairs work groups, teams, and/or meetings. Creates a positive environment, evaluates group processes, recommends solutions or alternatives, etc.
